express service lane

Anyone see this board before?

This is a express service lane.
It appears in most of the supermarkets in Australia.
A supermarket express lane is a cashier checkout designed
for a limited number of items.
The idea of having an express lane is to allow those with
only a few grocery items to get out of the store quickly.

This is how it works:

Items
1) chocolate
2) Extra sweets
3) pies
4) cheese
5) tissue
6) apple
7) onion
8) Smiths chips
9) milk
10) shampoo
11) body shower
12) orange juice
13) yogurt NO DEAL

The limit of this express lane is 12 items
so the customer would have to check out on the normal service lane..

BUT this is what happens today
i was amazed to see a lady pushing a full trolley
and she was heading towards the express service lane.
And this is what happens:

Items
1) shampoo
2) box of tissue
3) box of tissue
4) box of tissue
5) box of tissue
6) box of tissue
7) box of tissue
8) box of tissue
9) box of tissue
10) box of tissue
11) box of tissue
12) box of tissue
13) box of tissue
14) box of tissue
15) box of tissue
16 )box of tissue
17) box of tissue
18) box of tissue
19) box of tissue
20) box of tissue
21) box of tissue
22) box of tissue
23) box of tissue
24) box of tissue
25) box of tissue

and so on......

I'm astonished because she succeed to go through that express lane
that has the board above showing 12 items or less

In this case,
it makes more sense if the board above is showing

Isn't it?
